一般來說，普通人是不會想要戰爭的，不管在俄國、英國、美國、甚至德國這裡皆然，這沒人不懂。但是，一個國家的政策畢竟是由領導者來制訂的，而且人民很容易就被牽著鼻子走，這不論是在民主或是極權國家、代議制度或是獨裁政體、禁止言論自由與否，要操縱人民服從領導者的話實在簡單的不得了，你要做的只是告訴他們國家正遭受攻擊，然後用「缺乏愛國心」的言論讓支持和平的人看起來像個軟腳蝦、置國家於危險之中不顧。－－這招走到哪裡都適用。
