By HARLOW M. Something like one-half of the 280,000 Japanese soldiers and 210,000 civilians have already been sent home. The rest, with the exception of the 100,000 that the Chinese wish to keep at slave labor will be shipped from the island by the first of May. Wherever there’s a Nip, figures the Chinese government, there's a chance for "squeeze" and the Chinese haven't missed a bit. The comparative handful of Americans assisting in repatriation have waged a lone and heroic war to break up the racket. But they have been handicapped by the usual lack of authority and backing by China Theater headquarters and the State Department. That the Americans have been successful in breaking up many of the rackets is a tribute to the personal imagination, courage and resource of the less than 100 men on the scene. Like all extortion rackets, the methods are extremely simple. At Taichu, in central Formosa, the Japs were told on Feb. 28 to meet at a public gathering place at a specified hour for a "practice” repatriation assembly. Tactically all of the wealthy Japs on the island were arrested on unspecified charges the moment Chinese forces landed. All were released later but not, say the Formosans, until substantial amounts of money were squeezed from hand to hand. These Chinese pledged 100 trucks to assist in the repatriation; finally, after months of prodding by American forces, they delivered 10. Even then they didn't turn over these 10 to the Jap liaison office as promised. Instead, the trucks remained under Chinese control. The Formosan drivers charged the Japs fare for their transport from home to the nearest pier or railroad depot. Any family that couldn't or wouldn‘t pay, just wasn't able to board the ship on which it was scheduled to leave. Chinese officials still charge the Japs a “fee" for leaving the country despite the protests of American repatriation forces. Chinese and Formosan doctors, in many cases, charge the Japs stiff prices for the inoculations that are supposed to be administered free of charge. American forces have tried to break this up by publishing newspaper advertisements to warn the people that no charge can be made for the inoculations. They also have told all Japs that they'd be protected if only they'd name the doctors who insisted on fees. Railroad crews refuse to take their trains of repatriates directly to the docks in absolute violation of Chinese promises to do so. Instead, they stop the trains a half-mile from the harbor. Waiting rickshaws and carts are prepared to haul the Japs and their belongings to the ships for an exorbitant fee. In a manner reminiscent of Russian actions in Manchuria, about which China complained bitterly to the world, Chinese soldiers stop Japs on the streets and remove their watches and other jewelry. Jap stores still open in the island close their doors and bar their windows long before dark so all the employees can get home in the daylight hours. Observers feel that America, as the only major power that insisted on Jap repatriation, has a definite moral responsibility in the treatment of repatriates. The Chinese enacted laws that forbid the further education of Jap children after they have finished the present school term. And the abuses to which all have been subjected have been enough to arouse an eager desire for repatriation to Japan despite lack of homes or ties there. Jap property has been confiscated on such a wholesale scale that Americans in Formosa feel that it might endanger or, at least, complicate adjustment of reparation in the final peace treaty. It now is possible for Americans to check every Jap for his record of property confiscation before he boards ship. What the attitude of the State Department or the War Department is on the Chinese intention to keep 100,000 Japanese as slave laborers is still a mystery. Repeated inquiries from the Formosan repatriation teams still go unanswered. The Chinese go on discovering new wrinkles for exacting money, goods or services from the Japs. At Takao, heavily-bombed port city in Southern Formosa, the provisional governor instructed the Jap population to deliver to Chinese authorities some five million yen as payment for damage caused in the city by American bombers. After they managed to dig up the first million, Jap collectors refused to gather any more. The Chinese took over the campaign themselves, collected a whopping 5,200,000 yen. The money has been forwarded to Chinese headquarters in Chungking to be theoretically put in a fund for rebuilding the city. 其實以德報怨的真正目的之一,是老蔣特赦日本皇軍的高級軍官 日本皇軍的高級軍官則幫助老蔣打內戰 之前國軍不是兵敗如山倒?但是在古寧頭卻打了勝仗守住台灣 據說背後就是前皇軍中將 根本博在背後指揮 否則以逃跑將軍湯恩伯的能耐,是不可能在古寧頭獲勝 |

這應該是結果而不是原因吧? ![]() 原因應該是戰後東亞局勢角力處處防著蘇聯 盡最大努力不讓它插手瓜分日本 才會至少保留了完整的日本 因此沒被追究責任的日本軍官日後才有機會受到居中遷線 幫助國民黨吧 |

軍中特約茶室,俗稱軍中樂園、831,類似於日軍的慰安所,是國民黨主政時期在軍隊中開設的公娼戶,用以滿足軍人的性需求,也就是軍妓。 軍中特約茶室是依據中華民國國防部總政治作戰部頒布的《特約茶室設置與管理辦法》所成立的,業務由國軍各級政戰部政五處承辦,但不是由國家直接經營,而是以契約方式,由民間招聘女性服務員(或稱為「侍應生」)對軍隊提供性服務,由軍隊的政戰單位為主管機關。民國四十一年一月,軍方公佈「戡亂時期陸海空軍軍人暫調條例」,嚴格規定在訓或現役軍人結婚的限制,對軍人強力約束,在其情慾不能循正常婚姻管道紓解下,只有找上「軍中樂園」宣洩。另一方面,當年多數中下層軍人菲薄薪餉,也養不起一個家庭,談戀愛或說媒相親結婚,也是非常艱辛,解決性慾,非上「軍中樂園」不可。 目前軍中特約茶室的相關研究,仍屬於較為敏感的議題,一方面牽涉中華民國政府和軍方對問題的態度,一方面涉及當事人的隱私。因此,和日軍的慰安所相較,台灣社會對此問題在態度上較為迴避。 特約茶室的成員,有自願者、也有非自願者,極為複雜。或因為家庭遭遇困難,而自願簽約;或因為犯罪,為了換取減刑或免刑,而被迫或自願加入。也有婦女是遭到政府單位強迫加入,甚至是未成年少女在軍方知情之下被迫成為雛妓,也有部份成員遭到人口販子拐賣。 至1980年代之後,特約茶室逐步關閉,目前已經成為歷史名詞。1990年,金門的特約茶室結束營業。1992年,馬祖梅石村及東引的特約茶室也結束營業。從此,台灣的特約茶室走入歷史。 目前軍中特約茶室的相關研究,仍屬於較為敏感的議題,一方面牽涉中華民國政府和軍方對問題的態度,一方面涉及當事人的隱私。因此,和日軍的慰安所相較,台灣社會對此問題在態度上較為迴避。 此文章於 2014-02-26 03:32 PM 被 呂玲綺 編輯. |
