Try http://www.windowsxp.nu/, search for DVD and you will find a link http://www.xs4all.nl/~binkbv/DVDPack.msi. This www.windowsxp.nu website also provides a MP3 codec for ripping MP3 with Windows MediaPlayer 8.

However, the DVD codec provided by this page have problems on my PC. It plays but at around 5 minutes, the video freezes. Sometime, the video and the audio both stop. Let me know if yours can play more than 5 minutes.
