Maybe it is cause by display refresh rate. Your display card refresh rate (optimal) is too high and your monitor can't support it

Solution:

1. Go to "Safe Mode"
(when you see Starting Windows....
preess F8 and select Safe Mode

2. Display Properties->Settings->Advanced->Adapter->Refresh Rate

3. set refresh rate to adapter default

4. done, restart
