1/45ms=22.222222222222(fps). If u don't want any delay. The fresh rate at least has to be 24fps. So, could u realize the difference.
If u want the fps up to be 24fps. The timing of raise and fall have to be
1/24=41.6666666666(ms).
I think it will be better for ur eyes.
