To create a system mpg file (used by the VCD creator programs) you need an mpg
multiplexor. For that you could use the mplex program that is open source
( go to http://www.mpeg.org for the files). My experience with this program is
that the result on the vcd is impossible to browse in with media player. The
timing of the mpg file is not completely correct. A better multiplexor is the
XING mpg encoder kit. If you installed this encoder (v2.2) open the program,
create a new Job, Select NTSC or PAL VideoCD in the Job wizard and select the
video mpg stream (.mpv) as Video Filename and the audio mpg stream (.mpa) as
Audio Filename. Fill in the Target Filename, select Finish and press the
"Encode" button. Now a correct mpg file will be created. Don't worry, the Xing
encoder doesn't actually encode the video streams, it only multiplexes them.

The resulted .mpg file can be used in VCD creators like Nero or Easy CD creator
to make VCDs.
