14. Is there a minimum amount each team must spend on its payroll?

...Teams with a team salary below the minimum are surcharged(追加罰款，額外費) for their shortfall(不足，不足量), with the money distributed among the players on that team.

The determination of how the money is distributed is up to the players union.
錢要如何分配由球員工會判定。

Most recently they have distributed a full share to players who had spent at least 41 games on the team's roster, and a half share to players who had spent 20 to 40 games on the team's roster. However, a player cannot receive more than the maximum salary as a result of a shortfall payment.
這段是打幾場的人分多少……之類的話。最後說不得超過頂薪(通常未達低標應該不太會有這種問題)

基本上，未達salary cap 90%的不足量，聯盟裁定就是要湊到足，依場次比例分給隊上的球員。

跟一般的罰款不太一樣，不需要上繳給聯盟，所以有些人會說這不算是罰款。

當然對老闆而言算是"額外"的支出(在簽定的合約之外)，你硬要說它是"罰款"也不是不可以，只是名詞定義的問題吧。

我搜尋Penalty，跟salay有關的只有豪華稅。(其他都是球員個人)

搜尋Fined，跟球隊相關的是under-table的秘密協議(以前灰狼搞過一次)，其他也都是技術犯規罰款跟球員相關之類的。

沒查到未達minimun salary有額外Penalty或fined之類的。
