只要過程中會要讀取憑證或是IC讀卡機，單純的html是不行的。
因為html無法調用本地端的硬體資源。
這時候只能用ActiveX或是JAVA。

如果還有個JAVA可用，那表示這可以在非windows的環境下實作出來相同的功能，對吧？
