Formosan Plants Virtually Idle

This is tha last in a series on Formosa, which was known as Taiwan to the Japs, who lost it in their defeat by the Allies.

台灣的悲劇

福爾摩沙的工廠幾乎停擺

這是一系列關於福爾摩沙的新聞稿的最後一篇，此島日本人稱為台灣，在他們被聯軍擊敗之後失去這個島。

TAKAO, Formosa, April 18 – The wheels of Formosa’s industrial and agricultural machinery are slowly turning to a complete standstill.

The present administration of the island seems much more concerned about the amount of money that can be extracted from Taiwan in its present condition than in any kind of long-range planning that would bring Formosa back to previous peak production.

Formosa, under Jap management, was the rice basket of the Nipponese empire. Although only 240 miles long and 90 miles wide, Formosa produced enough rice for her own people and still had enough left over to export 3,450,000 koku (a koku equals 5.1 bushels) to Japan.

The use of commercial fertilizer made it possible for her to have two and often three rice crops a year. The profits of the Taiwan Development Co., the official government monopoly that controls the purchase and sale of Formosa's products, provided the money for the purchase of fertilizer for the farmers.

The same company, in Chinese hands, hadn't delivered a handful of the necessary nitrates. The rice yield this year will be less than 50 percent normal yield - not enough to properly feed the island's own people.

Japs Spent Millions

The Japs spent millions to industrialize Formosa. Rail and power networks - the life-lines of industry - connected every civilized part of the island. Iron, steel and copper mills turned out vast quantities of material for the Jap war machine.

But the flood of material has slowed to a trickle in Chinese hands. American observers on the island now figure that the looted Jap factories in Manchuria never
could have been utilized properly by China even if the Russians had left them intact.

One reason, of course, is that American bombers have destroyed a goodly portion of the former Jap factories. Another is the island's rolling stock, hard-hit by American planes and so hard-pressed for necessary maintenance items that experts figure there might not be an engine in running condition by the first of the year.

日本人投資數百萬

日本人花了數百萬來使福爾摩沙工業化。鐵路和電網 – 工業的生命線 - 連接島上的每一個文明部分。鐵、鋼和銅製造廠為日本的戰爭機器產出了大量的原料。

Mine Plant Idle

But the biggest reason is the neglect-spurred decay that has set in the factories untouched or relatively unharmed by the war. Lack of skilled technicians and workers, a complete disregard for normal factory maintenance, has transformed some of Formosa's largest industries into gaunt, empty buildings.

One of the most tragic examples of neglect is the huge Japan Mining Co. plant, near Kiirun. It virtually was untouched by American bombs.

This tremendous plant and its nearby mines turned out 4000 tons a day of concentrated copper, gold and silver ore that was separated in the plant's ultra-modern flotation machinery. Before the war’s end, this one plant alone furnished one-third of the copper needed by Japan for her own domestic, war and industrial machine.

Not a wheel has turned in the plant since the Japs stopped production after the surrender. Because the plant was left unguarded, the Chinese in the neighboring communities stripped the plant of all its wiring and delicate electrical control machinery. Belts were cut away from the dynamos that produced power for the great ore crushers.

Huge pieces of machinery were destroyed so that some of the smaller parts could be stripped for local use or sale.

但最大的原因是在戰爭中未被殃及或相對無恙的工廠內，因忽視而造成的腐朽。缺乏熟練的技術人員和工人，完全不理會正常的工廠保養，已經使某些福爾摩沙最大的工業變成憔悴、空洞的建築物。

一個關於忽視的最悲慘的例子是龐大的日本礦業公司的工廠，在基隆附近。它實際上是沒有被美國炸彈炸到。

Island to Lack Food This Year

The big electrical switchboards that controlled the transmission of power throughout the factory were stripped of everything salvageable.

As a result, A. J. Anderson, Palo Alto, Cal., an engineer employed by an American firm under contract to the Chinese government, reports that it will take five million dollars to put the plant back in operation if necessary repairs are made immediately.

If repairs aren't made within the year, neglect, rust and decay will take such a terrible toll that the plant will be completely valueless.

Steel Mill Rusts

This is not an isolated incident. A huge steel mill near Taihoku, the capitol of Formosa, is rusting away. Vandals looted this factory, the largest in Formosa, of all its wiring and control equipment. The rest of the machinery is gradually decaying because of lack of adequate maintenance.

Cement production used to be one of Formosa’s major industries. Her plants produced 12,000 barrels a day for local use and export. Now production is down to 1000 barrels a day and slipping further down-hill. Aging machinery, lack of maintenance and the forced employment of unwilling Jap semi-slave labor all have contributed their toll.

Formosans feel that they can furnish the necessary technicians to keep the wheels of industry rolling. But the idea of practically free slave labor still seems so attractive to the island’s administration that they continue to ignore the Formosans.

And the country waits for some mysterious magic lightning to strike that will start the long, slow, up-hill pull back.

鋼鐵廠生鏽
