[25/10] UK: Teachers win legal right to discipline pupils
The British government has accepted a recommendation to give educators a "clear and unambiguous(不含糊的;明白的;清楚的) legal right" to discipline pupils.
Teachers will be given legal rights to discipline pupils, while head teachers will be able to apply for legal orders against uncooperative ( 不合作的;不配合的)parents.
Proposals include extending(延申擴大) the use of parenting contracts, making parents take responsibility for excluded(逐出) pupils in the first five days of a suspension(停學), and tightening(繃緊) up procedures of exclusion(排除在外) appeal(訴諸判決) panels(評判小組).
The recommendations came from The Learning Behaviour report by the Practitioners' Group on School Behaviour and Discipline, chaired by Sir Alan Steer.
Sir Alan said "The changes that we have recommended strengthen the authority of schools, giving them the confidence to take action and send a clear message to parents and pupils that they also have a responsibility in dealing with the problem."
Steve Sinnott, general secretary of EI affiliate the NUT, expressed his satisfaction with the report, commenting(評論): "An unambiguous right to discipline pupils will be welcomed by every teacher around the country."
Chris Keates of the NASUWT welcomed aspects of the report. Of the 80 recommendations he found "…a number which NASUWT would support."
But felt that “When considering these it must be remembered that the vast majority of schools exhibit(展示、顯出) the good practice the Report identifies.
"NASUWT looks forward to engaging in the Ministerial Group in detailed consideration of the Report's recommendations but will be seeking to ensure that the outcomes empower and support teachers and head teachers not burden and blame those who day after day are in the classroom, in the front line.”
