Running 32-bit programs
The WOW64 subsystem enables 32-bit programs to run without modification on the x64-based versions of Windows Server 2003 and of Windows XP Professional x64 Edition.
在這段看來，應該是用類似 VMW 的方式，在 64 bit 的環境下執行 32bit 的程式，
但是並沒有說明這是解決 32bit 軟件的方案，也不是因為修改部分的 API 的關係.
而且有說過，效能會比原本 64bit 程式差。

The WOW64 subsystem does not support the following programs:
• Programs that are compiled for 16-bit operating systems
• Kernel-mode programs that are compiled for 32-bit operating systems
