我只能說 閣下電影看太多了 陰謀論也看太多了
說難聽點 政府是不會讓民間有他們無法破解或監控的技術或機器
也沒有絕對的保密 如果人家真有心要"濫用"
早就動手了 還會去管什麼法令嗎?
