I am using Philips 170B4 and experienced the same problem before. Now I use Powerstrip to adjust the refresh rate to 63Hz and all the flashing problem vanished. The refresh rate of 75Hz may have the same result but the monitor was seemed not able to support such high frequency and some flashing dots may be produced. So using 63Hz is the best way.
