校選預士是不一定會升的~~~ 
當然規定是一定要給你升~~但是決定權還是在主官
我在戰車連...我們主官要求士官體能一定要比兵好...才有辦法帶兵~~
小弟我也是在受訓完5個月後才升掛階的~~
我們連上有一位校選預士...體型胖胖的...體能一直沒法過~~
結果一直到退伍都沒掛階...上兵退伍~~~
當然輔導長有跟他talk過啦~~問他想不想掛~~他自己也說不想~~
至於申訴制度的話~~不建議菜鳥輕易嘗試~~
主官有事~~你也不會爽到哪裡去~~~
主官沒事的話...你會更慘~~~
